A president cannot amend the Constitution by himself, and a Trump order to end birthright citizenship would doubtless face lawsuits. During his first term, he promised to end birthright citizenship but took little action to do so.

"We think we have really good grounds," the president said of the order that is certain to prompt immediate legal challenges.

Trump told reporters in the Oval Office Monday night that he believes his order will withstand legal challenges.

Immigration rights groups, including the American Civil Liberties Union, sued the Trump administration soon after the president signed an executive order on immigration that would end birthright citizenship for children born in the U.
